About the Ministry

Intro

The State’s Ministry of Humanitarian Affairs and Disaster Management (MOHADM) has been responsible for coordinating emergency response to address the crises.

Originally established in January 2015, the institution was called the Ministry of Emergency and Disability Affairs. In August 2017, this changed to Ministry of Humanitarian Affair and Disaster Management (MOHADM).

Mandate

The Ministry is mandated:

  • The Ministry is the principal institution responsible for managing and coordinating all humanitarian affairs and disaster management activities in SWS. Its mandate covers:
  • Formulation of laws, policies and guidelines on humanitarian affairs and disaster management in SWS.
  • Declaration of state level disasters and launching of humanitarian appeals for SWS.
  • Leading and chairing all emergency response efforts in SWS.
  • Coordinating and overseeing all humanitarian and disaster management actors and activities in SWS.
  • Development of long-term solutions and resilience for vulnerable populations including IDPs.

Objectives of the Ministry

  • Adequate planning for humanitarian affairs and disaster reduction, preparedness and management.
  • Advocacy and social protection for vulnerable populations in SWS.
  • Resource mobilization for humanitarian affairs and disaster management programs in SWS.
  • Establishment of provincial and district level mechanisms for humanitarian affairs and disaster reduction, preparedness and management.
  • Well-coordinated and cohesive efforts on humanitarian affairs and disaster prevention and management in SWS by relevant actors.
  • Information and knowledge management on humanitarian affairs and disaster management in SWS.
  • Collection, analysis, management and dissemination of information on humanitarian affairs and disaster management in SWS.
